What are business rates

National non-domestic rates (NNDR) or business rates are payable in relation to all non-domestic (commercial) properties in order to help fund the cost of local services.

  • Business rates or 'non-domestic rates', as they are sometimes known, are a tax charged on occupation or ownership of property or land.
    The rates are payable for most properties that are not classed as domestic.
  • They are often referred to as 'business rates' because most of the properties that rates are paid for are occupied by businesses.
  • They are payable to Blackburn with Darwen Borough Council, who collect them on behalf of the Government.
  • A bill is sent each financial year and runs from 1st April to 31st March and is calculated using the rateable value of the property and the multiplier for that year.
  • Paying Business Rates is mandatory but there are reliefs and exemptions available to those businesses who are eligible.

Business Rates bills 2017-18- Budget update

Blackburn with Darwen Borough Council has already completed its Annual Billing for 2017 -18 and bills are due to be issued from the 14th March 2017.

However, in the Budget, the Chancellor of the Exchequer announced additional measures to help businesses that have been affected by the 2017 Business Rates Revaluation.

These measures are:-

  • Extra support to be made available to ratepayers who have lost entitlement to Small Business Rates Relief or Rural Rate Relief due to an increased rateable value
  • £1,000 relief for pubs with a rateable value of less than £100,000
  • A new Discretionary Relief scheme to support businesses that face the steepest increases in their business rate bills as a result of the 2017 revaluation.
  • The regulations and exact details of how the additional support is to be awarded by Local Authorities have not yet been released by the Government.

You do not need to contact us regarding these changes. As soon as details are announced we will contact all eligible ratepayers and invite them to apply for relief, so that an amended bill can be issued.

Meanwhile, you should pay your instalments as shown on your 2017-18 business rates bill.
